This applies to anyone operating a motor boat over 4 meters long, or to anyone born after April 1, 1983. There are many private organizations that offer boating courses not just to teach people about boating safety and regulations, but the courses also prepare them for the exam that is required to obtain a Pleasure Craft Operator Card.
